Finally, conclusions and recommendation were given.Item THE SOCIO-ECONOMIC AND POLITICAL IMPACTS OF MARGINALIZATION ON OCCUPATIONALLY ‘OUTCASTED’ GROUPS: THE CASE OF ‘FUGA’ PEOPLE IN ENORE WOREDA OF GURAGE(wolkite University, 2024-09) WOLDE TEKLU NORIYEThe main objective of this study was to assess the socio-economic and political impacts of marginalization on occupationally outcast groups in the case of Enore Woreda, Gurage Zone. Accordingly, the study employed a descriptive survey design. The study applied a qualitative research approach to discourse on the research question, collect, and analyze the data appropriately. The study used both primary and secondary sources of data. Primary data collection tools were a semi-structured interview and focus group discussions, but document analyzation was a source of secondary data instrument. The researcher was used thematic data analysis technique way of analyzing data via subjects and emerging themes. The study used non probability sampling, specifically the purposive sampling technique for leaders and government officers; and a simple random sampling technique to identify focus groups who are Fuga peoples for focus group discussion. Main data source for the study were semi-structured interview and focus group discussion, which were select the sample through purposive sampling and simple random sampling technique. Thus, 33 respondents, who were 19 from Fuga and 14 from the Wolleba people group in Woreda. This qualitative data was analyzed by using narration and theme building. This thesis study result disclosed the Fuga people in the studied kebeles were socio-economically and politically marginalized and suffered from the effects of their marginalization. The conclusion also exposed that the socio-economic and political outcaste group marginalization of Fuga was caused by their descent, low income-generating occupational status, taboo food breaches, and hygienic problems. In other way, this study depicted that effects of marginalization on Amarican group were socio-cultural effects such as community disagreement, prohibition of intermarriage, denial of membership in community institutions and denial of burial processes; economic consequences which included limitation of products and engagement in less valued works, limitation of access to participate in huge economic activities, absence of favorable working place, and restriction of exchange in the market; and political effects also lack of opportunity to take part in decision making processes and absence of their own representation in political affairs of the community and Woreda level. In other side, at the same time, the study found possible strategies to abolish marginalization of Fuga people were providing opportunity in all aspects, creating awareness for both sides, empowering them, and ensuring their right. In general, the study indicated the recommendation to NGOs, government agencies, religious organizations, and local government in order to alleviate the socio-economic and political marginalization of that occupationally outcaste group in Woreda and retain healthy relationships between both social group communities.Item THE IMPACT OF POLITICAL INTERFERENCE ON JUDICIAL INDEPENDENCE: THE CASE OF WOLKITE TOWN(wolkite University, 2023-08) TARIKU DAGYEThis thesis examines the legal and institutional framework regarding the impact of political interference on judicial independence in the Gurage zone, with a specific focus on Wolkite town. The study aims to identify and analyze standards for assessing the influence of the executive on judicial decision making, using both qualitative and quantitative methods. Wolkite town was chosen due to a high demand for judicial independence caused by political interference in the city. In order to achieve objective of the study the researcher used purposive sampling technique and collected information both from primary and secondary sources. Different data collection methods have been employed. Primary data gathered through questionnaire, interview, focus group discussion and observation closed documents whereas secondary data gathered from books, journals, articles, reports, theses/dissertations, and others. The data generated have been analyzed using tables with percentages and explanations for each figure (descriptive statics) of the data. Therefore, evaluating the impact of political interference on judicial independence is crucial for ensuring justice and upholding the Ethiopian constitution and international conventions. The separation of powers between the three branches of government, namely the judiciary, legislature, and executive, is crucial for a balanced and cooperative governance system. As this research focuses on the judiciary's independence, it must be free from any internal or external influences or interference to ensure transparency, accountability, and the provision of public services. Thus, it is essential to maintain a mindset that prioritizes the public's interests and well-being. The inquiry reveals that the institutional quality of Wolkite town's FIC falls far below the standards of judicial independence, mainly due to a lack of transparency, accountability, and independence. The judges are struggling to maintain their independence and overcome the influence of leaders and powerful individuals. This Thesis argues that the absence of guidelines on transparency, accountability, and independence is a significant factor in the lack of proper service delivery. Unfortunately, the role of mass media, public representatives, civil organizations, and others in overseeing the performance of judicial institutions in serving the public is insignificant. This Thesis recommends that the problems of lack of independence, unfair justice, mismatch of judges and cases, partiality, corruption, lack of the rule of law, lack of transparency, and accountability must be addressed to ensure good governance, fair justice, and public satisfaction with the government and laws in Wolkite town.Item EFFECT OF EXTERNAL INTERVENTION ON THE CONFLICT BETWEEN FEDERAL GOVERNMENT OF ETHIOPIA AND TPLF IN NORTHERN ETHIOPIA(wolkite University, 2024-09) ABINEW ALI YIMERThe main aim of this study was to explore the effects of external intervention on the course of the northern Ethiopia conflict. After the war started on November 4, 2020, various external actors participated directly or indirectly through diplomatic and military way. The finding of the research showed that the motives or interest of the intervened actors in the Ethiopia conflict was to safeguard their and their allies’ national interest on the HOA and Ethiopia. In order to achieve this interest, some of them supported TPLF and others supported the federal government of Ethiopia directly as well as indirectly. They used the strategies providing modern military equipments such as drone, and satellite communication materials. Also, they used humanitarian organization and aid workers, and international media Journalists as a tool to reach their biased warring parties. Generally, both the military and diplomatic role and the interest of these actors lead to prolong the duration and the intensity (level) of the northern Ethiopian conflict to end as well as it changed military outcome and the type of warfare from convectional to guerilla, and vise verse. The intervened actors in peace process and to end ceasefire were not aligning with the assumed outcome. Therefore, it is better to solving internal conflict through internal conflict resolving mechanisms. The study employed a qualitative approach. Therefore, an exploratory designed is used. Semi structure interview and document reviewed are used to collect data for primary and secondary source respectively. Cross-case, key event, and chronological order analysis strategy are used to analyze the collected dataItem IMPLEMENTATION OF SPEAKING TASKS IN ENGLISH LANGUAGE TEACHING CLASS ROOM GURAGAE ZONE, ETHIOPIA(wolkite University, 2023-03) FETIYA AKMELSpeaking is one of the skills that have to be mastered by students in learning English. Speaking is an essential tool for communicating. In the classroom, improving the speaking abilities of students has always been a concern. The objective of this study was to investigated EFL teachers‟ practices and implementations of speaking sk activities in the English Language Teaching Classroom at Gunchire and Terhogn secondary school of Gurage Zone Grade Eleven in focus. To this end, descriptive method was employed by using both quantitative and qualitative. To meet the objective of the research selected 104 students from both school and 3 English teachers of the target school. The students were selected using simple random sampling techniques and the data were gathered through classroom observation, questionnaires and interview. The classroom observation were used to seen the teachers implementation of speaking activities in classroom. The interview and the questioners supplemented to the data obtained through the classroom observation. Statistical tool such as numbers and percentage were used to analysis the collected data .The result of the study revealed that the EFl teachers did not implemented the English speaking activities which recommended by the syllabus, due to the fact that the EFL teachers in the intended school mostly focus on the grammars, vocabularies and the class were teacher dominated. The majority of students were supposed to listen to their teacher‟s rather than actively involved in various class room speaking activities. The failure of implementation of EFL teacher faced related to students, teachers and classroom setting arrangements. The finding revealed the problems related to students like belief about language learning ,lack of confidence ,luck of participation ,poor speaking ground and use of mother tongue and lack of practice in speaking skill in and out of the classroom .The finding also indicate the existence of problems related teachers ,such as belief about language teaching ,lack of training ,teaching methodology ,inability to provide classroom oral activities and way of error correction.Item ATHESIS SUBMITTED TO THE SCHOOL OF GRADUATE STUDIES, COLLEGE OF SOCIAL SCIENCE AND HUMANITIES, WOLKITE UNIVERESITY IN PARTIALFUL FILLMENT OF THE REUIREMENTS FOR THE DEGREE OF MASTERS OF ART IN EVELOPMENT PLANNING AND MANAGEMENT(wku, 2022-07-06) MULUGETA BARKEDA ZERGAThe main objective of this study was to assess practices and challenges of fixed asset management: in the case of Gurage zone Endegagn Woreda Finance and economic office. The study used descriptive research design with purposive sampling technique and it involves both quantitative and qualitative research approaches. Data were collected from 64 office heads and employees which included 61 different department of finance and economic office employees from eight directorates, two vice head of offices and one chief head of offices by using purposive sampling technique were used for distribution of questionnaires, interview eight public heads and observation. In addition to primary data, secondary data were used like documentaries. Then, collected data were arranged, coded, entered into computer software and analyzed by using the statistical package for social sciences (SPSS) version 26. Based on the analysis of data, the researcher found that the practices and challenges of fixed asset management in Gurage zone Endegagn woreda finance and economic office is deemed to be and recognize as poor due to many reasons. Among these reason, the organization has no adequate plan for fixed asset operation, maintenance and disposal, there is weak monitoring and controlling system to protect fixed asset from misuse, through private consumption, loss and wastage in the organizations. As a consequence (impact), it results in increasing maintenance cost, financial loss, need for new asset, risk and decrease service delivery level. Therefore, the researcher suggests that the organizations management should strengthen fixed asset management system through promoting management emphasis, led by plan each stages, create awareness top to low level managers and employees, human capacity building training internal auditors, established accountability, transparency and controlling systemItem Challenges of Safety Net Program in Improving Households Food Security in East Meskan Woreda of Gurage Zone, Ethiopia(wku, 2023-06-05) DIRO URGA BEREKAThe PSNP program in Ethiopia aims to improve food security and strengthen household resilience in food-insecure woredas. The program’s objectives include improving food security, protecting assets, and strengthening household and community resilience to shocks. The purpose of this study was to assess the challenges of Safety Net Program in improving house hold food security in East Meskan Woreda of Gurage Zone. The study employed a descriptive survey design and a cross-sectional survey to gather data on the challenges of the safety net program in improving household food security in East Meskan Woreda, Gurage Zone. Mixed approach was employed, allowing for a comprehensive understanding of the research problem. The qualitative approach was focused on individuals' perceptions opinions gathered through interviews, Focal Group discussion and document analysis while the quantitative approach quantified variables using descriptive statistics. The data were collected through questionnaires, interviews, and focal group discussions. Secondary sources of data included were annual plans, reports, books, articles, and published documents. The target population consisted of beneficiary households of Safety Net Programs, with 344 sample households being the unit of analysis. A simple random sampling technique was employed. The finding of the study indicated that perception of beneficiaries household towards safety net program, farm land and its size, the use of beneficiaries’ credit service, technical advice, follow-up, and support by the experts, Lack of active community participation, inadequacy of money transferred from the program, less access to modern agricultural technologies and inputs, inadequacy of extension services, lack of coordination among concerned sectors, and Frequent drought and floods were significant challenge of safety net program in improving house hold food security in East Meskan Woreda of Gurage Zone. Finally, following the findings of the study, it was recommended that human development activities should be considered, diversified livelihood strategies, and ensuring food security through hard work and commitment should be executed by the beneficiaries. The program's payments should be revised and integrated into development plans, and the use of modern agricultural technologies and inputs should be improved.Item PROTECTION OF MINORITY RIGHTS UNDER ETHIOPIAN FEDERAL ARRANGEMENT᎓ASSESSMENT ON THE PROTECTION SCHEME OF ADAMI TULU AND JIDO KOMBOLCHA WOREDA IN EAST SHOA ZONE, OROMIYA REGINAL STATE, ETHIOPIA.(wku, 2025-09-04) JEMAL WANOROOnly eight of Ethiopia's more than 76 ethnic groups, including their subgroups, have been granted their own regions by the federal government. The territorial autonomy afforded to ethno-national communities emphasizes the Ethiopian federal system‟s distinct division of territories, despite the diversity among its individual constituents. Within the autonomous area designated for each group, the related ethno-national community possesses full territorial authority and governance. Based on the 2007 census, nearly all ethnic groups are dispersed throughout the region, yet their unique identities have not been acknowledged in the Oromiya constitution. The research primarily aimed to explore the Ethiopian federations and the issue of minority rights within the Adami Tulu and Jido Kombolcha Woreda. This study specifically aimed to identify the prevailing political practices surrounding minority representation, the obstacles minorities encounter in asserting their rights, and to propose strategies for safeguarding those rights. The data was analyzed using a qualitative interpretive approach. To gain perspectives from the target community, the researcher conducted interviews with 32 heads of households, selected through purposive sampling; among these, 11 belonged to the Amhara group, 8 were from Mareko, 7 represented Gurage, and 6 were from the Silte minority groups. Moreover, 3 local experts were interviewed by the researcher. In total, 35 individuals participated in the interviews. For the focus group discussion (FGD), the researcher purposefully selected 10 participants, which included 6 heads of offices from the woreda government and 4 notable members of minority groups. Consequently, a total of 45 individuals participated in the study. The findings indicate that language barriers and discrimination constituted the main challenges faced by the Amhara, Mareko, Gurage, and Silte minorities within the studied region.Item DETERMINANTS OF PUBLIC SECTOR EMPLOYEES' WORK PERFORMANCE: THE CASE OF GURAGE ZONE CHEHA WOREDA ADMINISTRATION(wku, 2024-07-06) MUHAJIR BEDIRThe primary objective of this study was to examine the determinants of public sector employee performance in Cheha Woreda, Gurage Zone, Ethiopia. Specifically, the research investigated the influence of factors such as motivation, training, organizational culture, working environment, supervision, individual characteristics, and competency on employee performance. A descriptive research design was adopted, and data were collected from 135 respondents using questionnaires and interviews. The data were analyzed using descriptive statistics and multiple regression methods in SPSS. The findings revealed that employee performance is significantly influenced by the studied factors, with motivation and working environment showing the strongest impact. Training programs were found to partially address skill gaps, while supervision was deemed insufficiently effective in enhancing performance. Organizational culture and individual characteristics were moderately associated with performance outcomes. The study concluded that addressing gaps in competency, supervision, and workplace conditions could significantly improve employee productivity and satisfaction. Recommendations include designing targeted training programs, fostering a positive organizational culture, and implementing competitive salary structures to motivate employees effectively.Item Department of Governance and Development Studies Assessment of Local Government Budget Allocation and Utilization In Public Sector: A Case of AbeshageWoreda(wku, 2025-08-04) ADDISU KINFEThis study sought to evaluate how local government budgets were allocated and used in AbeshegaWoreda’s public sectors. The study was conducted through a thorough examination of the budget allocation procedure, spending trends, and the overall effect on the performance of the public sector. This study incorporated data from both primary and secondary sources. I employed qualitative and quantitative data analysis methods to collect and examine this data. In terms of assessing local government budget allocation and its utilization in public sectors within AbeshgeWoreda, the study provided a comprehensive analysis of the results and observations. The findings highlighted the allocation patterns, utilization rates, budget preparation and approval processes, stakeholder participation, challenges, and evaluation of budget utilization. The findings suggest that the local government budget allocation and utilization in AbeshgeWoreda encounter several challenges, such as limited stakeholder involvement, budget limitations, and problems with corruption and transparency. These challenges hinder the effective utilization of allocated budgets and impact the delivery of public services in the study area.Encourage active involvement of public sectors and other stakeholders in the budget allocation process through regular consultations and feedback mechanisms and enhance transparency and accountability in decision-making by providing accessible information on budget allocation and utilization The results of My study indicate a negative trend in budget allocation and utilization in AbeshgeWoreda.
