FACTOR AFFECTING TIMELY COMPLETION OF GOVERNMENT OWNED CONTRUCTION PROJECT (THE CASE OF GURAGHE ZONE GEDEBANO GUTAZER WELLENEI WEREDA)

Abstract
Most government owned construction projects have experienced delays in their completion and it can
be argued that if construction projects are not completed within the planned completion time losses
are incurred either directly or indirectly. As Guraghe zone, Gedebano-gutazer-wellene wereda has
initiated a number of construction projects but not all projects are completed as planned. Therefore,
the purpose of the study was to determine the factors affecting the timely completion of public
construction projects in study area. The primary data and secondary data were collected to
evaluation of the objectives of the study. Accordingly, the primary data was collected on constructed
projects between 2008-2012 E.C budget years. The target population was classified in strata to select
contractors, clients and consultants while, purposive sampling was adopted to select the respondents.
Accordingly, 57 (on contractors 16, on clients 25 and on consultants 16) sample respondents were
selected by using purposive sampling. The results were analyzed by using both descriptive and
inferential data analysis methods. The descriptive analysis of data such as mean, frequency and
percentage while, the inferential data analysis such as correlation coefficients, ANOVA and multiple
linear regression were employed. Accordingly, ten independent variables were included in the study
and the dependent variable was timely completion of government owned projects which measured by
schedule performance index (SPI) which was the ratio of planed schedule and actual execution time
of the projects. The descriptive statistics results reread that in average 0.7305 in SPI timely
completion of the projects in the study area. This implied that 73.05% the projects was not completed
on scheduled time in the study area. The inferential results analysis of multiple linear regression was
show that, among ten independent variables five variables were such as factors of design with
coefficient of -0.094, factors of contractors with coefficient 0.094, contractual administrative factors
with coefficient of -0.054, client related factors with coefficient of -0.138 and experience with
coefficient of 0.038, were significantly important factors at 5% level of significant timely completion
of governmental owned projects in the study area.
