Abstract

This study assesses change management practices within Wolkite Town Municipality, focusing on the challenges of implementing change initiatives and proposing strategies for improvement. In a rapidly evolving social, political, and economic landscape, effective change management is critical for organizational adaptability and service delivery. The research employs a mixedmethod approach, combining surveys and interviews with 45 employees and managers to evaluate the municipality’s change processes. Key findings reveal that employee resistance is the most significant barrier to change, driven by a lack of understanding (51.1%) and poor communication. While leadership is perceived as democratic (100%), decision-making remains predominantly top-down (68.9%), limiting employee involvement (24.4%). Internal challenges include resource constraints (44.4%) and managerial issues (31.1%), while external pressures such as social and political factors (64.4%) further complicate change efforts. The study recommends fostering greater employee participation, improving communication and training, addressing resource limitations, strengthening leadership commitment, and establishing a structured change management framework. These measures aim to reduce resistance, enhance adaptability, and ensure the successful implementation of change initiatives. By adopting these strategies, Wolkite Town Municipality can improve its organizational performance and service delivery to the community.
